My Lord Duke,
In a numbered despatch of even date I am forwarding to Your Grace an expression of the opinions of the Unofficial Members of the Legislative Council with regard to the grant of a special gratuity to Mr. T. L. Perkins, late Director of Public Works of Hongkong.

The attitude of the Members of Council is a remarkable indication of the esteem in which Mr. Perkins was held in this Colony and I venture to suggest that it would cause general satisfaction if His Majesty the King should see fit to honour him with some mark of his Royal favour at the New Year.
3.
Mr. Perkins, who is a singularly modest and unassuming man, is more likely than not to ask to be excused from accepting any honour but the fact that the offer was made would be very gratifying to him and to me.
